The City Government of Davao has taken a significant step to strengthen its peace and reintegration efforts by reforming the body tasked with helping former combatants return to mainstream society.

Mayor Duterte to Chair Reconstituted Committee

On November 20, 2025, the local government issued Executive Order No. 27, formally reconstituting the Davao City Enhanced Comprehensive Local Integration Program (E-CLIP) Committee. The move aims to align the city's efforts with directives from national agencies and existing local ordinances.

Mayor Sebastian "Baste" Duterte will serve as the chairperson of the committee. He will be joined by the Commanding Officer of the Armed Forces of the Philippines' 1003rd Infantry Brigade as co-chairperson, ensuring a strong partnership between civilian and military authorities in the reintegration process.

Broad-Based Membership for Holistic Approach

The newly formed committee boasts a diverse membership designed to address the multi-faceted needs of former rebels (FRs) and former violent extremists (FVEs). This inclusive structure is key to the program's success.

The members include representatives from various city offices and sectors:

  • City Administrator
  • City Social Welfare and Development Office (CSWDO) Head
  • City Director of the Department of the Interior and Local Government (DILG) Davao City Office
  • City Director of the Davao City Police Office (DCPO)
  • Chairpersons of the City Council committees on Peace & Public Safety and on Civil, Political, & Human Rights
  • President of the Liga ng mga Barangay
  • Representatives from Civil Society Organizations, the Davao City Chamber of Commerce, the media sector, and crucially, from the community of Former Rebels and Former Violent Extremists themselves.

Mandate and Implementation

The primary responsibility of the E-CLIP Committee is the effective implementation and institutionalization of Davao City's local integration program. Its full functions are detailed in Section 2 of the executive order.

To support the committee's work, the City Social Welfare and Development Officer is directed to assign personnel to form the Committee Secretariat and a Technical Working Group. These bodies will handle the day-to-day operations and technical planning necessary for the program.
