Davao City Prepares Personnel for Wheel Clamping Implementation Under Amended Traffic Code
The City Transport and Traffic Management Office (CTTMO) in Davao City is gearing up for a significant enforcement initiative, with 60 personnel scheduled to undergo specialized training for the implementation of wheel clamping. This move follows the recent amendments to the Davao City Traffic Code, which authorize the use of wheel clamps on illegally parked vehicles.
Training Schedule and Implementation Timeline
According to Lawyer Eduardo Perez IV, the officer-in-charge of CTTMO, the training sessions are set for February 9 and 10, 2026. In a radio interview on Davao City Disaster Radio (DCDR) on January 30, 2026, Perez emphasized that this training aims to ensure a smooth rollout of the ordinance. He stated, "We will train personnel — probably around 60 people — and then we will also integrate our existing procedures."
The full implementation, including penalties and standard operating procedures, is targeted for April 2026. Perez highlighted that this timeline allows for proper documentation of all CTTMO actions. If successful, the office plans to expand wheel clamping coverage across the city, incorporating feedback from barangay officials in various areas.
Pilot Phase and Equipment Procurement
CTTMO is currently in the process of procuring new wheel clamps, having already identified a supplier. Once acquired, a pilot implementation will commence in March 2026, initially without penalties. During this phase, the focus will be on clamping vehicles and educating the public about the traffic code amendments.
Currently, CTTMO possesses only four old wheel clamps, which will be utilized for training purposes. Perez also noted that requests for updated traffic signs have been made, with materials ready for installation in designated clamp zones, as mandated by the city council.
Background on the Wheel Clamping Ordinance
The amendments to the Davao City Traffic Code, which authorize wheel clamping, were approved on third and final reading by the 21st Davao City Council on October 21, 2025. Proposed by Councilor Luna Acosta, chairperson of the Committee on Peace and Public Safety, the ordinance will initially cover specific areas:
- R. Castillo Street from Agdao to Lasang
- Sections of Quimpo Boulevard
- The Sandawa area
Under this measure, clamped vehicles will face fines of ₱2,000 for light vehicles and ₱5,000 for trucks, in addition to existing citation tickets for illegal parking. The higher fine for trucks accounts for the larger clamps required and the greater obstruction they cause on roads.
This initiative represents a proactive step by Davao City to enhance traffic management and curb illegal parking, with careful planning to ensure effective enforcement and public awareness.
