Davao Implements New Rules for Road Race Organizers

Starting in January 2026, organizers planning fun runs, marathons, and similar athletic events in Davao City will need to follow a new set of protocols. The City Government, acting through its City Sports Development Division, announced the updated guidelines to manage the growing number of running events and participants on city streets.

Key Requirements for Event Organizers

The core of the new protocol requires organizers to submit all event requirements at least three months before the scheduled date. This is particularly mandatory for activities that require partial or complete closure of public roads. According to Michael Denton Aportadera, Head of the City Sports Development Division, the extended lead time is essential for proper coordination with the Local Government Unit (LGU).

"We want to ensure proper coordination with the LGU to guarantee the safety of all participants and the accountability of the organizers," Aportadera explained in an interview with the City Information Office. He stressed that the rule is not meant to create obstacles but to protect everyone involved.

Safety and Security at the Forefront

Organizers are strongly encouraged to obtain a certification from the city's Public Safety and Security Office (PSSO). A multi-agency panel composed of various safety and security offices will assess each application. "This is one way of informing the city that the organizers are capable of handling and managing such a big event," Aportadera added.

The list of required documents for certification is comprehensive and includes:

  • Two copies of a letter of intent addressed to the City Sports Development Division.
  • Full details of the event: title, type, purpose, and venue.
  • A venue management certification granting permission for the event.
  • Specifics on date, time, expected number of participants, crowd estimate, and organizing staff count.
  • Plans detailing the number of security marshals, first aiders, and first responders on duty.
  • A venue layout map, along with emergency and evacuation plans.

Aportadera clarified that while the city will provide support, organizers are primarily responsible for their own security and medical personnel, with city forces serving only as augmentation.

Council Approval for Road Use

For any event that will traverse city streets and necessitate road closures, organizers must secure a formal resolution from the Davao City Council. The three-month submission window is crucial to allow time for this legislative process. All completed requirements will be endorsed by the City Sports Division to the PSSO for final deliberation and approval.

The new system, set to take effect at the start of 2026, aims to bring structure and heightened safety standards to Davao's vibrant and expanding community of running enthusiasts.
