Habal-Habal Driver Arrested for Illegal Gun Sale in Compostela

Operatives from the Criminal Investigation and Detection Group (CIDG) in Mandaue City successfully arrested a habal-habal driver accused of selling high-powered firearms in a sting operation on Sunday evening.

Sting Operation Nets Alleged Gun Runner

The arrest took place at 7:36 PM on December 14, 2025, in Sitio Young Life, Barangay Cogon, Compostela town. The suspect was identified as Vince Lou Simeon Francisco, 29, a resident of the same area.

Acting on prior intelligence that a motorcycle-for-hire driver was peddling weapons in the locality, the CIDG launched a carefully planned entrapment operation. This operation was part of the unit's flagship program, "Oplan Paglalansag Omega," which targets the proliferation of loose firearms.

High-Powered Firearm Confiscated

During the arrest, authorities confiscated a 9mm Para Military Armaments Corp. Mamietta submachine gun from Francisco. The seized items also included:

  • One magazine for the 9mm firearm
  • Six live rounds of ammunition

The recovery of such a weapon highlights the serious nature of the illegal trade the suspect was allegedly involved in.

Legal Consequences Await Suspect

Vince Lou Simeon Francisco is currently under the custody of CIDG Region 7. Agents are now preparing the necessary criminal charges against him.

The case will be filed for violation of Section 32 of Republic Act 9164, also known as the Comprehensive Firearms and Ammunition Regulation Act. This law imposes severe penalties for the unauthorized manufacture, sale, acquisition, or disposition of firearms and ammunition.

This operation underscores the continuous efforts of law enforcement agencies to curb the circulation of illegal weapons and maintain public safety in local communities.
