Administrative Explanation for Payment Delay
In an official statement released on Monday, November 24, 2025, the college administration explained that the delay in honoraria distribution for the first half of November was primarily caused by reduced working days due to a local holiday and weekend closures. The college emphasized that the situation has nothing to do with budget shortages and reflects normal processing delays during shortened work periods.
According to the LLCC statement, honoraria for the first half of each month are typically released on November 22 under normal circumstances. This schedule allows adequate time for payroll processing and verification of necessary documents including clearances and academic records. However, the recent holiday period disrupted this standard timeline.
Budget Assurance and City Government Support
The college administration provided significant financial reassurance to concerned faculty members. The City Government has fully allocated P64.3 million for LLCC's annual budget, specifically designated to cover salaries and honoraria for part-time faculty members and other personnel-related expenses.
"The payroll schedule has nothing to do with any lack of budget nor does it indicate any absence of support from the City Government," the college stated definitively. The administration further clarified that LLCC processes its own payroll as part of its internal operations, while maintaining that the City Government continues to provide steady institutional support.

The payment delay had attracted attention from local officials, prompting calls for transparency and accountability. Councilor Annabeth Cuizon, who chairs the Lapu-Lapu City Committee on Education, had earlier demanded an explanation from the college administration regarding the delayed compensation.
Councilor Cuizon stressed the importance of timely payment for educators and emphasized the need for transparency in handling faculty compensation matters. The college has now confirmed that the honorarium covering November 1 to 15 will be released on Monday, providing resolution to the immediate concern while maintaining the institution's commitment to its teaching staff.
