In a decisive move to combat the escalating impact of soaring fuel prices, Lapu-Lapu City Mayor Cindi Chan has unveiled plans to temporarily reduce terminal fees for public utility vehicles (PUVs). The announcement, made in a press release on Thursday, March 26, 2026, aims to provide immediate relief to drivers and commuters grappling with the financial strain caused by increasing oil costs and other operational expenses.

Proposed Fee Reductions and Implementation

Under the proposed measure, terminal fees would be significantly lowered across various vehicle types. Specifically, fees for van-for-hire (V-hire) services would drop from P25 to P15, while jeepney fees would decrease from P20 to P10. For multicabs, the reduction would bring fees down from P10 to P5. This initiative is designed to ease the economic burden on both transport operators and passengers, fostering a more sustainable commuting environment during the ongoing crisis.

Terminal Locations and Council Review

The City Traffic Management System (CTMS) has identified key locations where these fee adjustments would apply. Public terminals are situated in Barangays Basak, Pajac, Pajo, and Babag, with private terminals located in Barangays Mactan and Basak. The proposal is slated for discussion during the regular session of the City Council on Wednesday, April 1, with hopes for implementation within the same month, pending approval.

Additional Relief Measures: Free Rides Program

Beyond the terminal fee discounts, the city government is also set to launch a free ride program to further assist commuters. In an interview, Mayor Chan elaborated that the city will utilize coaster buses for this initiative, with routes currently under study due to the persistent crisis in the Middle East affecting fuel supply and prices. Out of the five existing coasters in the city, three will be allocated for the free ride service, ensuring broader accessibility for residents.

Mayor Chan emphasized that the free ride program will continue as long as necessary or until the situation stabilizes. This dual approach—combining fee reductions with complimentary transportation—highlights the city's commitment to mitigating the adverse effects of high fuel prices on its populace.
