As the festive Christmas season approaches, the Business Permit and Licensing Office (BPLO) in Mandaue City has issued a crucial reminder to all business operators. The office is emphasizing strict compliance with permit requirements and safety guidelines to manage the expected surge in events, parties, and commercial activities.
Mandatory Permits for Extended Operations
August Lizer Malate, the head of the BPLO, specifically highlighted that establishments like bars, entertainment hubs, and recreational businesses must secure special permits. This requirement is essential if they plan to conduct events or activities that extend beyond their regular operational premises. The primary goal is to prioritize the safety and security of all customers during the busy holiday period.
"We know the Christmas season is coming, and many business owners are preparing for events," Malate stated. He directly appealed to these entrepreneurs to obtain the necessary documentation for any special activities held outside their usual area. He stressed that maintaining public order requires full cooperation from the business community.
Proactive Monitoring and Enforcement
Malate revealed that Mayor Thadeo Jovito 'Jonkie' Ouano is considering the formation of a dedicated monitoring team. This team would oversee holiday-related commercial activities, focusing on areas with large crowds and businesses suspected of operating without proper authorization. These operations could involve joint inspections and surveillance, particularly relevant as the use and sale of fireworks typically increase during Christmas.
However, the BPLO clarified that jurisdiction over fireworks businesses mainly lies with the Mandaue City Disaster Risk Reduction and Management Office (MCDRRMO). Despite this, Malate issued a firm warning. "We are very strict when it comes to violations that affect public safety, public health, or public policy," he said, noting that any infractions would be dealt with accordingly.
Clarifications on Permits and Extended Hours
The BPLO chief provided important clarifications on the permit rules. Only businesses operating beyond their usual premises or planning activities outside their designated spaces need to obtain these special permits. Establishments conducting all operations strictly within their own grounds will not need additional documentation.
Malate also acknowledged the common practice of extending operational hours during the Christmas shopping rush. He recognized that longer hours could benefit consumers by easing crowding and traffic, especially for late-night shoppers. However, he indicated that specific guidelines regarding extended hours are still under review by the city.
