The local government of Mandaue City has officially commenced a significant fencing project along the Butuanon River, representing a crucial advancement in the city's continuous efforts to ensure public safety and protect residents from riverbank hazards. This initiative is being implemented under a contract valued at P4,072,536.12 with On Point Construction and Development Corporation, represented by Martin Gerard S. Tan.

The project focuses on constructing fences along a three-meter easement from the riverbanks, as mandated by national law. Councilor Joel Seno, who serves on the Committee on Appropriation, Budget, and Finance, emphasized that this requirement is essential for preventing encroachments and safeguarding communities. "It is really necessary, also an exercise of the general welfare clause under the Local Government Code," Seno stated, highlighting the dual purpose of the project: enhancing safety and ensuring legal compliance.
Phased Implementation and Community Impact
Mandaue City has adopted a gradual approach to the fencing project, prioritizing areas most affected by flooding. The neighborhood of Pagsabungan, which has long been prone to river overflow, has already seen the installation of fences. Residents living near cleared zones have reportedly been cooperative, and Seno noted that no demolitions have occurred in areas where fencing has been installed, as the spaces were already cleared by the city.
