No Official Zones for Firecracker Trade
Mayor Ouano specifically pointed out that areas like the North Reclamation Area, which often become hubs for vendors and customers, are not recognized as official zones for selling or using these items. He clarified that such activities persist solely because individuals continue to engage in the trade, even without city authorization.
Strict Enforcement and Severe Penalties
Ouano has directed local authorities to tighten the implementation of the prohibition. He warned that anyone caught selling firecrackers will be immediately stopped and penalized. The city's stance is firmly grounded in Republic Act 7183, the national law regulating the manufacture, sale, distribution, and use of firecrackers and other pyrotechnic devices.
Under this law, violators—including those selling or using illegal firecrackers outside permitted areas—can face severe consequences. The penalties include:
- A fine ranging from P20,000 to P30,000.
- Imprisonment for a period of six months to one year.
