Local government units (LGUs) in the fourth district of Pampanga are intensifying efforts to address persistent flooding by advocating for the dredging of critical waterways. This initiative, spearheaded by Pampanga Fourth District Congresswoman Anna York Bondoc, aims to provide a swift and effective solution to flood control challenges in the region.
Consultations Drive Proposal for Dredging
Congresswoman Bondoc revealed that the proposal emerged from recent consultations she conducted with local officials. "It was agreed that dredging is the fastest and most effective method of flood control for these towns in Pampanga. These areas are situated at the lowest points and serve as the final passage for floodwaters before they flow into Manila Bay," Bondoc explained. She emphasized that clearing and deepening waterways leading to Manila Bay is crucial to mitigate flooding, particularly during high tides that impact coastal communities within the district.
Dredging as a Viable Intervention Amid Project Suspensions
The lawmaker highlighted that dredging is considered a viable intervention, especially in light of the national government's temporary suspension of flood control infrastructure projects in 2026 due to alleged corruption concerns. With no such projects slated for implementation this year, Bondoc stressed the urgency of alternative measures. Another round of consultations with local officials is scheduled for next week to facilitate project implementation during the summer season, ensuring timely action.
Coordination with DPWH and Key Officials
Congresswoman Bondoc is leading this initiative in her capacity as president of the Central Luzon lawmakers, coordinating closely with officials from the Department of Public Works and Highways (DPWH). Key figures involved in the planning include DPWH Region 3 Regional Director Arnold Ocampo, Bureau of Equipment Director Jayson de Claro, and District Engineer Alfie Lejarde, among others. This collaborative approach aims to streamline efforts and maximize resources for the dredging operations.
Implementation Details and Transparency Measures
The dredging operations are expected to be carried out under a "by administration" scheme, where the national government will cover only the cost of diesel fuel, minimizing financial burdens on local entities. To ensure proper and transparent implementation, the DPWH has assured that CCTV monitoring will be installed on all dredging equipment. This measure is designed to enhance accountability and prevent potential misuse of resources, aligning with broader efforts to combat corruption in public projects.
