In Cebu, Vice Governor Glenn Soco has taken on the responsibilities of acting governor while Governor Pamela Baricuatro is abroad on an official visit to China. Monitoring Tropical Depression Basyang Under Blue Alert Status

Soco confirmed on Wednesday, February 4, 2026, that the Cebu Province Disaster Risk Reduction Management Office (PDRRMO) is actively tracking the development of Tropical Depression Basyang. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) Visayas, Basyang may intensify before making landfall in eastern Mindanao, bringing heavy rains and strong winds to Central Visayas, including Cebu.

The province is currently under a blue alert status, indicating a state of preparedness for possible emergencies. Soco emphasized that the expected landfall is projected for Friday, prompting some local government units in Cebu to suspend classes as a precautionary measure to ensure public safety.

He added that the PDRRMO is scheduled to convene for further assessment of the situation, while local governments have already implemented proactive monitoring and preparedness initiatives. Disaster funds remain readily available for immediate deployment should the tropical depression escalate into a more severe weather event, ensuring that resources can be mobilized quickly to protect communities.

Meanwhile, Governor Pamela Baricuatro is leading a 10-member delegation to Fujian, China, for a three-day official visit from February 4 to 6, 2026. The delegation departed on Tuesday, February 3, and is expected to return to Cebu on February 7. This mission aims to strengthen bilateral ties and explore innovative solutions for Cebu's development challenges.

The primary objectives of the visit include assessing the potential integration of Chinese alternative medicine into Cebu's healthcare system, which could enhance medical services and promote holistic health approaches. Additionally, the delegation is evaluating waste-to-energy (WTE) technologies that could support the province's solid waste management efforts, addressing environmental sustainability and waste reduction goals.

Baricuatro initiated this mission following an invitation from Fujian officials and discussions with the Chinese ambassador on modern waste management solutions.
