In a decisive move to reinforce workplace discipline, the local government of Toboso in Negros Occidental has officially barred all its personnel from engaging in social media content creation during working hours.
Mayor's Directive Targets Unprofessional Conduct
This sweeping prohibition was enacted through Memorandum No. 10, series of 2025, issued by Mayor Richard Jaojoco on December 4, 2025. The order strictly forbids filming, recording, editing, or posting content for platforms like TikTok, Facebook Reels, Instagram, and similar sites during office hours and within all government premises.
Mayor Jaojoco stated that the mandate aligns with their commitment to uphold professionalism, integrity, and the highest standards of public service. The ban is comprehensive, applying to all officials and employees and extending through break periods within government buildings, workstations, and the entire LGU compound.
Key Reasons Behind the Strict Policy
The memorandum was crafted to address several critical concerns that have emerged with the rise of personal social media use at work. The primary issues identified include:
- Unprofessional conduct and the misuse of government time for personal activities.
- Unauthorized use of government facilities, resources, or property—such as desks, computers, and vehicles—as backdrops for personal content.
- The potential risk of compromising confidential documents or sensitive information that might accidentally be captured in videos or photos.
- Disruptions to office operations and interference with the productivity of fellow employees.
- The negative impact such activities can have on the public image of the Toboso LGU and its staff.
Clear Rules and Consequences for Violations
The order leaves no room for ambiguity. Employees are not permitted to film or create content inside LGU offices, hallways, conference rooms, or public service areas. Using government property as props is also explicitly banned.
"All personnel are reminded that public service demands a high level of discipline, accountability, and decorum," Mayor Jaojoco emphasized. He clarified that content creation for personal social media accounts during paid work hours does not meet the ethical and professional standards expected of public servants.
Any breach of this memorandum will be met with appropriate administrative action as per existing civil service rules and local government policies. Department heads and supervisors have been directed to ensure strict enforcement and to report any violations immediately.
Upholding the Integrity of Public Service
In his directive, Mayor Jaojoco called for the full cooperation of all employees as the municipality strives to maintain a professional work environment. The ultimate goal is to preserve the integrity and dignity of public service in Toboso.
This policy marks a significant step by the local administration to curb distractions, safeguard official resources, and ensure that government time is dedicated solely to serving the public interest.
