Eleven Davao Municipalities Selected for National Resilience Project Funding

The Department of Social Welfare and Development-Davao Region (DSWD-Davao) has officially announced that eleven municipalities in the Davao Region will receive substantial funding and comprehensive support under the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP). This initiative represents a significant investment in local community development and disaster preparedness across the region.

Identified Municipalities and Selection Criteria

Giovani R. Yugo, deputy regional program manager of the DSWD-Davao's Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services (Kalahi-Cidss) program, identified the selected municipalities during a recent public forum. The chosen areas include:

  • Sarangani
  • Governor Generoso
  • Don Marcelino
  • Tarragona
  • Manay
  • Caraga
  • Baganga
  • Cateel
  • Jose Abad Santos
  • Malita
  • Sta. Maria

At the national level, approximately 500 municipalities were selected for the PCRP program based on multiple critical factors. The selection process considered poverty incidence rates, exposure to natural hazards, child stunting statistics, and the presence of indigenous communities requiring targeted support.

Funding Structure and Implementation Details

Yugo explained that funding allocations will vary significantly depending on municipal classification. First- to third-class municipalities will receive P50 million each, while fourth- to sixth-class municipalities will obtain P70 million each. This tiered approach ensures that communities with greater economic challenges receive enhanced financial support.

Local government units and community organizations will provide counterpart contributions to ensure genuine local ownership and commitment to project success. Yugo emphasized during the Kapehan sa Dabaw forum at SM City Davao that "The funds will be deposited directly into community accounts, enabling local residents to prioritize projects during implementation."

The program funds will be released in three distinct tranches: approximately 30 percent initially, 50 percent during the middle phase, and the remaining 20 percent in the final implementation year. DSWD-Davao will formalize partnerships through Memoranda of Agreement with local government units, ensuring active participation from barangays and community members throughout planning and execution phases.

Comprehensive Program Overview

The PCRP represents a five-year national government initiative implemented through the established Kalahi-Cidss framework, running from December 2025 through December 2030. The program will unfold in three structured phases: preparatory activities, field implementation, and exit with integration strategies.

Unlike the traditional KALAHI-CIDSS program that primarily focuses on poverty reduction, the PCRP expands its scope substantially to include multi-risk resilience building. The initiative strengthens communities' capacities for participatory resilience planning while increasing access to resilient investments in particularly vulnerable geographical areas.

This comprehensive approach ensures that communities not only receive immediate financial support but also develop sustainable systems for long-term disaster preparedness and community development.
