The construction of 252 temporary learning shelters (TLS) across Cebu Province is set to begin by mid-June, aiming to replace classrooms damaged by the magnitude 6.9 earthquake and Typhoon Tino that struck in 2025. The project, originally planned for 269 classrooms, was reduced due to a budget shortfall caused by higher logistical costs for transporting materials to island-based schools.
Budget Shortfall and Supplemental Plan
Christopher Baricuatro, executive assistant and focal person of the Provincial School Board, explained that the approved PHP 295.9 million budget, which allocates roughly PHP 1.1 million per classroom, could only cover 33 of the 35 lots initially planned. The failure to account for higher costs in island areas led to the shortfall. A supplemental budget for the remaining classrooms will be submitted on June 2 for approval.
Construction Timeline and Design
Each TLS is a single-classroom structure, with construction expected to take 30 to 45 days. The province targets completion and ribbon-cutting ceremonies by the end of July. The shelters will be built within existing school grounds, eliminating the need for additional land acquisition.
Priority and Long-Term Plans
The Department of Education in Central Visayas identified recipient sites based on urgency, prioritizing areas with severe classroom shortages. In addition to temporary shelters, the Provincial Government is planning 51 two-story smart buildings, each containing four smart classrooms, as a long-term solution.
