In a significant administrative move, the Police Regional Office in Western Visayas (PRO 6) has executed the regular relief and reassignment of 46 chiefs of police throughout the region, effective January 30, 2026. This strategic personnel adjustment is part of a standard administrative process within the Philippine National Police (PNP), designed to enhance personnel management and boost organizational efficiency across all operational units.
Transparent Process Guided by Established Policies
The comprehensive personnel movement was formalized under Resolution 2026-01, which received approval on January 27, 2026. To ensure transparency, objectivity, and strict adherence to existing PNP policies and guidelines, the reassignments were meticulously deliberated and processed through the Second Level Officers’ Placement Board. This board is chaired by Police Brigadier General Alexander Mariano, who serves as the deputy regional director for administration of PRO 6, overseeing the procedural integrity of the entire operation.
Standard Administrative Measure with Clear Objectives
Police Brigadier General Josefino Ligan, the regional director of PRO 6, emphasized that this reassignment is a routine administrative measure rooted in established criteria. These criteria include the length of time an officer has served in their current position, a cumulative tenure of duty of at least six years, and merit- and performance-based considerations. "This is a regular administrative process anchored on existing PNP policies," Ligan stated. "It aims to ensure fairness, sustain professionalism, and provide equal opportunities for leadership development, while maintaining effective and responsive police service in our communities."
He further clarified that the reassignment is not punitive in nature. Instead, it is intended to enhance organizational efficiency and prevent overfamiliarity within local units, which could potentially affect operational effectiveness. PRO 6 has assured the public that police operations and public safety services will remain uninterrupted, with all concerned units having completed proper turnover and transition procedures to facilitate a smooth handover.
Breakdown of Affected Officers by Provincial Office
The relief and reassignment impacted officers across six provincial offices in Western Visayas, with the following distribution:
- Iloilo Police Provincial Office (Ippo): 13 officers relieved, including Lieutenant Colonel Ahlie Estember of Oton Municipal Police Station (MPS), Major Bryan Alamo of Pototan MPS, and others from various municipalities.
- Antique Police Provincial Office (Antppo): 11 officers relieved, such as Major Dominick Parreño of Culasi MPS and Major Ryan Valenzuela of Laua-an MPS.
- Capiz Police Provincial Office (CPPO): 10 officers relieved, including Lieutenant Colonel Ricardo Jomuad Jr. of Roxas City Police Station and Major Alfred de Leon of President Roxas MPS.
- Aklan Police Provincial Office (Akppo): 6 officers relieved, like Captain Moonyen de Joseph of New Washington MPS and Captain Conrado Espino Jr. of Balete MPS.
- Iloilo City Police Office (Icpo): 5 officers relieved, including Captain Benjie Dicen of Iloilo City Police Station 6 and Captain Michael Tuburan of ICPS 7.
- Guimaras Police Provincial Office (GPPO): 1 officer relieved, Captain Kevin Kenz de los Reyes of Jordan Municipal Police Station.
