Thirteen Juvenile Escapees Recovered in Cebu City, Two Still Missing After Facility Breakout

In a dramatic overnight incident, thirteen children in conflict with the law (CICL) who escaped from a rehabilitation facility in Cebu City have been successfully recovered, while two remain at large as of Sunday morning, April 12, 2026. The escape occurred at the Cebu City Operation Second Chance Center located in Barangay Kalunasan, a facility dedicated to rehabilitating juvenile offenders under the Department of Social Welfare and Services (DSWS).

Escape Triggered by Mobile Phone Confiscation

According to initial reports, the unrest that led to the mass escape was likely triggered by a "greyhound operation" conducted by social workers after dinner on Saturday night, April 11. During this inspection, mobile phones were confiscated from the residents' quarters, with three devices recovered. Authorities are currently investigating how these prohibited items entered the secure facility in the first place.

Cebu City Councilor Dave Tumulak, chairman of the committee on disaster risk reduction, confirmed the details of the recovery operation. He noted that one escapee was rescued in the City of Naga past 9 a.m. on Sunday, bringing the total number of recovered juveniles to thirteen out of the fifteen who escaped.

Chaotic Escape and Immediate Response

Following the mobile phone confiscation, the fifteen CICL reportedly created a noise barrage and destroyed window grills at the rear of the facility. They then escaped through these compromised windows, prompting nearby residents to alert authorities immediately.

A hot pursuit operation was swiftly launched, led by the Philippine National Police under Colonel George Ylanan, in coordination with DSWS personnel. Most escapees were found in their respective homes, with twelve already recovered by approximately 2 a.m. on Sunday. The additional recovery occurred Sunday morning, leaving two juveniles still unaccounted for as of the latest reports.

Clarification on Facility Purpose and Historical Context

Councilor Tumulak emphasized that the Second Chance facility is not a detention center but a rehabilitation facility where CICL are considered patients undergoing intervention programs. This distinction highlights the facility's focus on reform rather than punishment.

This incident echoes a similar escape that occurred last year during the term of former mayor Alvin Garcia, when eleven CICL also escaped but were eventually recovered. The recurrence raises questions about security protocols and management at the facility.

Ongoing Search Operations

Authorities continue intensive search operations for the two remaining escapees, utilizing all available resources to ensure their safe recovery. The coordinated efforts between police and social welfare services underscore the seriousness with which this breach is being treated, balancing security concerns with the rehabilitative mission of the facility.

The community remains on alert as investigations into both the escape and the entry of prohibited items into the facility proceed, with updates expected as the situation develops.
