Cebu City Councilor Proposes Ordinance to Reduce Fire Risk in Informal Settlements

Cebu City Councilor Mikel Rama has introduced a groundbreaking ordinance aimed at mitigating fire hazards in informal settlements by assisting impoverished families in securing legal electricity connections. The proposed measure, known as the "Cebu City Inclusive Electricity Access Program" or "Kuryente sa Katawhan," seeks to address a critical safety issue that has plagued urban poor communities for years.

Addressing the Root Cause of Fire Hazards

Councilor Rama highlighted that many families in these areas lack legal electricity not because they cannot afford monthly bills, but due to the prohibitive upfront costs of deposits and processing fees. This financial barrier often forces residents to resort to dangerous alternatives, such as illegal "jumper" connections or informal submetering, which significantly increase the risk of electrical fires.

The Bureau of Fire Protection (BFP) has repeatedly identified faulty wiring and illegal connections as primary causes of residential fires, particularly in densely populated informal settlements. By tackling this issue at its source, the ordinance aims to create a safer living environment for vulnerable communities.

Key Components of the Proposed Program

Under the ordinance, the city government will establish a revolving fund to support qualified residents who struggle with the initial expenses of connecting to the electrical grid. Each eligible household can receive up to P5,000 to cover connection costs, which will be provided as a loan repayable over a 24-month period.

Repayments will be channeled into a Revolving Electricity Connection Special Account, ensuring the fund remains sustainable and can be reused to assist future beneficiaries. This innovative approach not only provides immediate relief but also fosters long-term financial resilience among participants.

Ensuring Compliance and Safety Standards

If passed, the ordinance will mandate that all electrical installations adhere to the stringent standards set by the Energy Regulatory Commission (ERC). This requirement is crucial for preventing fire incidents and ensuring that connections are safe and reliable. By promoting legal and regulated electricity access, the program aims to reduce the prevalence of hazardous DIY setups that have led to tragic outcomes in the past.
