Cebu City Marks 89th Charter Day with Emphasis on Integrity and Unity
Cebu City officials were urged to uphold integrity, unity, and a love for public service during the celebration of the city's 89th Charter Day on Tuesday, February 24. The festivities commenced with a Holy Mass at Plaza Sugbo, led by Rev. Fr. Josephus Remonde, followed by a wreath-laying ceremony presided over by Mayor Nestor Archival.
Also in attendance were Raymund Paul Taboada, chief of staff for Vice Mayor Tomas Osmeña, who represented him, along with Cebu City Police Office Director PCol. George Ylanan. The Charter Day, observed annually on February 24, signifies the political autonomy of Cebu under Commonwealth Act No. 58, which solidified the city's charter in 1937. This date is recognized as a special non-working holiday in Cebu City.
Honoring Legacy and Leadership
In his address, Mayor Archival paid tribute to Don Vicente Rama, acknowledged as the "Father of Cebu City" for his role in crafting the city's charter. He emphasized that the charter is not merely a legal document but an ongoing responsibility for both leaders and citizens.
Through Taboada, Vice Mayor Osmeña conveyed his message, as he was unable to attend due to prior commitments outside the city. Osmeña expressed that Cebu's progress is anchored in principles of leadership, discipline, and accountability. He stated that the true measure of good governance lies not in the pride of officials but in the tangible experiences of citizens, such as safer streets, efficient public services, and restored trust in government.
Despite initial invitations extended to former mayors, none attended the morning ceremonies. The celebration concluded with a testimonial dinner and awarding ceremony at 6:00 PM, honoring individuals and institutions that have made significant contributions to the city's development.
Award Recipients and Financial Details
The event recognized outstanding individuals, including Nilo Ferrater Rusiana and Elreen Ann Ando. Posthumous awards were presented to Max Sherwin Limpag, Errol "Budoy" Marabiles, Rosario Chua, and Dr. Rosa Carmen Tenazas. Outstanding institutions honored were the Center for Industrial Technology and Enterprise (CITE), Mayari Animal Rescue Organization Inc., Municipality of Haarlemmermeer, and Roble Shipping Inc.
Mayor Archival disclosed that the estimated total cost for the 89th Charter Day celebrations amounted to approximately P3,558,500, highlighting the city's investment in commemorating its heritage and achievements.
