Cebu City has taken a significant step toward enhancing public service accessibility by officially opening its first 24/7 Government Service Hub on Saturday, March 28, 2026. This innovative facility, located on the second floor of the Cebu Exchange Tower in Barangay Lahug, is designed to serve residents who cannot visit City Hall during regular office hours.
Launch and Strategic Location
Mayor Nestor Archival and Vice Mayor Tomas Osmeña led the launching and blessing ceremony for the hub, which coincided with the city's BPO Day celebration. The strategic placement near Cebu IT Park ensures proximity to numerous BPO companies, addressing a long-standing challenge for professionals who work night shifts and previously struggled to obtain important documents due to government office closures.
Mayor of the Night Service Center
Dubbed the "Mayor of the Night" service center, this hub integrates city and national agencies under one roof, operating 24 hours a day. Mayor Archival formalized the initiative through Executive Order 27, establishing a one-stop shop where residents can complete transactions without disrupting their work or sleep schedules.
"This is more than just a facility," stated Mayor Archival. "It is a commitment that the Cebu City Government is always ready to serve, anytime, for every Cebuano."
Benefits for All Residents
While specifically aiding call center agents, the hub is open to all residents seeking to avoid crowds during peak hours from 8 a.m. to 5 p.m. By extending service hours, the city aims to reduce wait times at City Hall, expedite transactions through centralized agency access, and improve convenience for individuals with non-traditional work schedules.
Financial Approval and Future Impact
To secure this prime location, the City Council approved a P5.1 million multi-year lease for the space in Cebu Exchange Tower in February. This investment underscores the city's dedication to modernizing public services and fostering a more inclusive environment for its diverse population.
