Colonel George Ylanan unexpectedly bid farewell during the traditional Monday Flag Raising Ceremony at the Cebu City Police Office (CCPO), announcing that he had been replaced effective last week. The order came from Camp Crame, transferring him to the Police Regional Office 7 (PRO 7) as chief of the Comptrollership Division. His replacement is Police Colonel Arnel Apud, the Deputy Regional Director for Operations of PRO 7.
"I did my best for Cebu City, so to the men and women, good day to you all. This is your City Director signing off, and you're free to see me as your new chief of the Regional Comptrollership Division of PRO 7," Ylanan said.
In just six months and 21 days as CCPO chief, Ylanan highlighted his accomplishments. Under his leadership, law enforcement operations were improved in line with strict community collaboration to achieve lasting peace in the city. Based on data he presented from November 14, 2025, to June 4, 2026, index crime in the city dropped to 352 cases from 365 in the same period, a 3.56 percent reduction. Non-index crime also decreased by 9.64 percent.
Ylanan credited his achievements, particularly the swift response during the Binaliw Landfill landslide that claimed several lives, the improvement of the firing range, the launch of the firing proficiency program, and the establishment of a fully functional, high-tech command center built within just one month. The CCPO also ranked first in the Unit Performance Evaluation Rating for the first quarter of 2026, reflecting their professionalism, excellence, and public service.
Mayor Nestor Archival personally visited the CCPO to join Ylanan in his farewell. The mayor admitted he was surprised that despite Ylanan's good performance, he was still replaced, but he would not interfere as it was for their promotion. Archival already has a name in mind as a possible replacement but will not disclose it yet, as he awaits the list from Camp Crame.
