Cebu City Hall Faces Political Tensions Over Administrator's Appointment
Cebu City Administrator Albert Tan has become the center of a political dispute between Mayor Nestor Archival and Vice Mayor Tomas Osmeña, with Osmeña publicly criticizing Tan's performance over the weekend. This clash underscores deeper disagreements within the city's leadership over governance and administrative choices.
Background of the Appointment
Mayor Archival appointed Albert Tan as city administrator following the 2025 elections, a move that placed Tan in charge of overseeing the day-to-day operations of the City Government. In this role, Tan supervises department heads and implements various city programs, making him a key figure in Archival's administration. However, this appointment was not favored by Vice Mayor Osmeña, who has expressed reservations about Tan's suitability for the position.
Osmeña's Criticism and Archival's Defense
In a recent media interview, Osmeña highlighted his concerns, stating that Tan lacks public service experience and that his preferences differ from those of Mayor Archival. "Tan is the mayor's choice. It would not be my choice, but he is entitled to do that. We have to respect that," Osmeña remarked. The controversy escalated during a State of the Barangay Address in Barangay Mabolo on Sunday, March 29, where Osmeña labeled Tan as "banga" or incompetent, citing issues such as delays in employees' salaries.
In response, Mayor Archival defended Tan during a press conference on Tuesday, March 31, 2026, dismissing the criticism as part of normal governance. "Not really... I don't mind," he said, adding that "people have different standards." Archival emphasized that Tan has been productive and effective, stating, "For me, Albert has been working. I realize he has produced results, so I stand by my city administrator." Although he did not provide specific accomplishments, Archival expressed confidence in Tan's ability to manage the City Government.
Ongoing Tensions and Historical Context
This clash highlights a persistent difference between the mayor and vice mayor regarding Tan's appointment. In August 2025, Osmeña had already expressed reservations but indicated a willingness to give Tan a chance to prove himself. Despite the current friction, Archival noted that communication between the two officials remains intact, suggesting a continued effort to navigate these political waters.
The situation reflects broader challenges in local governance, where appointments can become flashpoints for political rivalry. As Cebu City moves forward, the dynamics between Archival and Osmeña will likely influence administrative decisions and public perception of the city's leadership.
