Cebu City Councilor Pastor "Jun" Alcover Jr. has introduced a resolution proposing an annual free prostate cancer screening program for men aged 40 and above. This initiative aims to strengthen preventive healthcare and promote early detection of cases, addressing one of the leading cancers affecting men in the Philippines.
Addressing a Growing Health Burden
The resolution highlights global and national cancer data, showing prostate cancer as among the top five most common cancers in Filipino men, with thousands of new cases diagnosed each year. Medical evidence cited in the measure stresses that prostate cancer often develops slowly and may remain asymptomatic in early stages, making routine screening critical. Early detection can lead to survival rates as high as 99 percent, while delayed diagnosis significantly increases mortality risk.
Despite the availability of screening procedures like prostate-specific antigen (PSA) testing and digital rectal examination (DRE), many men face barriers due to financial constraints and limited access to free diagnostic services. The proposal emphasizes the need for government-led programs to bridge this gap in preventive care.
Implementation and Coordination
The Cebu City Medical Center (CCMC) is identified as the primary facility for implementing the screening program, given its role as the city's main public hospital serving vulnerable and low-income residents. If approved by Mayor Nestor Archival, the initiative will involve organizing schedules, securing funding, and ensuring medical resources are available.
The Public Information Office (PIO) will be responsible for disseminating information on screening schedules and guidelines to maximize public awareness and participation. This coordination aims to make the service accessible and efficient for eligible male residents.

Councilor Alcover brings personal weight to the initiative, having successfully undergone surgery for early-stage prostate cancer in February. In sharing his experience, he underscores the importance of early detection and urges men to prioritize regular screening as a life-saving measure.
