Cebu City Warns Motorists Against Counterflowing on Roads

The Cebu City Transportation Office (CCTO) has issued a stern warning to motorists, emphasizing that counterflowing on roads is not only illegal but also poses significant dangers to drivers and pedestrians. The agency has ramped up its enforcement efforts against this violation, particularly targeting motorcycle riders across the city.

Increased Enforcement and Risks Highlighted

During a meeting of the City Government Traffic Management Committee on March 6, 2026, the CCTO reminded motorcycle riders to avoid driving on the left side of the road. The agency stressed that counterflowing can lead to head-on collisions, sudden swerving, and crashes, especially on narrow or congested streets. According to an advisory, this practice disrupts normal traffic flow and forces vehicles to brake suddenly or change lanes, thereby increasing the likelihood of accidents.

Rising Citation Numbers Reflect Stricter Measures

Data presented at the meeting revealed a significant increase in enforcement actions. In 2025, authorities issued 80 traffic citation tickets (TCTs) and 384 temporary operator's permits (TOPs) for motorcycles caught counterflowing. By 2026, these numbers surged to 1,593 TCTs and 32 TOPs, indicating intensified monitoring and apprehension of violators. Traffic officials noted that these figures demonstrate the city government's commitment to strengthening road discipline and discouraging dangerous driving behaviors.

Enforcement records further showed a steady rise in overall citations. In December, the city recorded 19,191 TCTs, which increased to 20,966 in January, marking a nine percent rise. By February, citations climbed to 22,394, representing another 6.8 percent increase.

Penalties and Ongoing Campaigns

Under Cebu City Ordinance 801, also known as the Traffic Code, disregarding traffic signs for counterflowing carries a fine of P1,000, excluding additional storage and towing fees if a vehicle is impounded. The CCTO has urged all drivers to observe proper lane discipline and adhere to traffic rules to prevent road incidents. The agency plans to continue its strict enforcement and public awareness campaigns as part of a broader initiative to enhance road safety for both motorists and pedestrians.
