Cebu City has transitioned to a non-daily garbage collection schedule following the implementation of an interval system by Mayor Nestor Archival. This interim measure addresses the limited disposal capacity at the Consolacion landfill, necessitating a strategic overhaul of waste management practices across the city.
Modified Collection Schedule and Household Responsibilities
Under the new system, daily hauling has been suspended for all barangays. Instead, a modified schedule is now in effect, particularly impacting mountainous barangays in the northern and southern districts, where collection frequency has been reduced to twice a week. Households are required to manage their biodegradable waste independently, while other barangays have staggered collection days to optimize operations.
Logistical Adjustments and Landfill Pressure Reduction
Garbage trucks will collect waste according to the revised timetable but will hold loads on standby until their designated disposal times at the landfill. Mayor Archival emphasized that this approach aims to halve the volume of waste sent to Consolacion, alleviating pressure on the landfill and major roadways used by trucks. Previously, Cebu City generated 500 tons of garbage daily; this has now decreased to between 350 and 400 tons.
Clarifications on Landfill Operations and Ongoing Negotiations
Contrary to concerns from some barangay captains, Mayor Archival clarified that disposal at the Consolacion landfill has not been halted. He described the situation as an emergency requiring public understanding. The city continues to finalize an agreement with the Asean Landfill, having requested a daily disposal allowance of 400 tons, but only 100 to 150 tons were approved. Cebu City has sought reconsideration, especially with March anticipated as the final month for using the Consolacion site.
Addressing Community Complaints and Infrastructure Solutions
Officials in Consolacion have raised issues about traffic congestion and odors from garbage trucks on main roads. In response, the city is fast-tracking road repairs from Barangay Pit-os to Consolacion to provide an alternative route, aiming to mitigate these environmental and logistical challenges.
