The Metropolitan Cebu Water District (MCWD) has been directed by the Cebu City Council to suspend its recently implemented 10% water rate hike for a period of three months. This decision comes after the council approved a resolution introduced by Councilor Winston Pepito on Tuesday, April 7, 2026, aiming to provide financial respite to consumers amidst rising living costs.

Resolution Details and Consumer Impact

Councilor Pepito emphasized that the three-month suspension will allow consumers to adjust their finances more effectively. Additionally, it grants MCWD an opportunity to conduct further consultations with stakeholders regarding the rate adjustment. Under the new rates that were set to take effect on April 1, 2026, the minimum charge would have increased from P235.60 to P259.16, representing a significant burden for many households.

MCWD's Justification for the Rate Hike

In response, MCWD has clarified that the rate increase is essential to fund critical infrastructure projects and cover the escalating costs of purchasing water from bulk suppliers. The water district argues that these investments are necessary to maintain and improve service reliability across the metropolitan area.

Mayor Nestor Archival has expressed support for the hike, noting that the additional P23 per month, or approximately 70 centavos per day, is required to prevent the water district from operating at a loss. He highlighted that MCWD has been selling water below its actual cost for an extended period, necessitating this adjustment to ensure financial sustainability.

Addressing Consumer Complaints

MCWD also addressed complaints about the minimum charge, even when no water is consumed. The agency explained that this fee is not solely for water usage but serves as a "capacity charge." This charge ensures that the MCWD system remains "ready-to-serve" 24/7, covering essential maintenance and electricity costs to keep the infrastructure operational and responsive to demand.

Council's Call for Improved Services

While discussing the rate increase, the City Council encouraged MCWD to enhance its service quality and reduce system losses. This recommendation aims to optimize water supply management and prevent shortages, ensuring that consumers receive reliable and efficient water services despite the financial adjustments.
