Cebu Governor Establishes New Council to Empower Persons with Disabilities

In a significant move to bolster support for individuals with disabilities, Governor Pamela Baricuatro of Cebu has issued an executive order to create a dedicated provincial council. This initiative aims to strengthen coordination, policy-making, and monitoring of disability-related programs across the region.

Executive Order 85: A Milestone for Disability Advocacy

Governor Baricuatro signed Executive Order 85, Series of 2025, on December 22, 2025, establishing the Cebu Provincial Council for the Welfare of Persons with Disabilities (PCWPD). The council is designed to serve as the primary policy-making, coordinating, monitoring, and advisory body for disability-related concerns in Cebu. Its core mission is to promote the rights, welfare, and full participation of persons with disabilities in societal activities.

Leadership and Composition of the Council

Under the provisions of the executive order, the governor or an authorized representative will assume the role of chairperson, while the provincial persons with disability officer will act as vice chairperson. The council's membership includes key provincial officials such as the Provincial Social Welfare and Development officer, provincial administrator, and provincial health officer. Additionally, three representatives from accredited civil society organizations of persons with disabilities will join to ensure diverse perspectives.

Mandate and Functions of the PCWPD

The PCWPD is tasked with several critical functions to enhance disability support in Cebu:

  • Formulate, coordinate, and monitor the implementation of provincial policies, programs, and projects for persons with disabilities.
  • Serve as an advisory body to the provincial government on disability-related issues and concerns.
  • Coordinate with national government agencies, local government units, non-government organizations, and private sector partners on disability programs.
  • Assist in the establishment, strengthening, and monitoring of city and municipal councils for the welfare of persons with disabilities throughout the province.

Funding and Implementation

Funds required for executing the executive order will be sourced from available funds of the Provincial Government of Cebu. This allocation is subject to existing budgeting, accounting, and auditing rules and regulations, ensuring transparency and accountability in the council's operations.

This development marks a proactive step by the Cebu provincial government to address the needs of persons with disabilities, fostering a more inclusive and supportive community environment.
