Cebu Disaster Officers Push for Financial Benefits and Office Institutionalization

Disaster risk reduction officers in Cebu have issued a strong call for the provision of financial benefits for all frontline personnel and the urgent institutionalization of local Disaster Risk Reduction and Management (DRRM) offices across the entire province. This appeal comes in response to the escalating challenges in disaster response and the critical need to ensure proper protection for workers, regardless of their employment status. These proposals were thoroughly discussed during the first quarterly meeting organized by the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) with members of the League of Local Disaster Risk Reduction and Management Officers (LDRRMOs) on March 5-6, 2026, in Cebu City.

Key Proposals for Disaster Responders

During the meeting, league members deliberated on drafting a resolution that urges the governor to grant financial benefits to DRRM personnel, irrespective of their employment status. They emphasized that this initiative would recognize the significant risks and dangers faced by disaster responders in their line of duty. According to the league, this suggestion is viewed as a crucial step toward establishing a Magna Carta for DRRM workers, which would institutionalize protections and benefits for employees involved in disaster response and management.

Institutionalizing DRRM Offices

The LDRRM officers also highlighted the necessity to institutionalize DRRM offices, particularly in municipalities, by formally recognizing them as full-fledged departments within their respective Local Government Units (LGUs). They noted that this measure has become increasingly urgent as local DRRM offices continue to shoulder growing responsibilities across all phases of disaster management—from prevention and mitigation to preparedness, response, and recovery.

Strategic Planning and Coordination

The gathering also served as a platform for the four divisions of the PDRRMO—Disaster Preparedness, Information and Training; Research, Documentation, Statistics and Planning; Operations, Recovery and Rehabilitation; and Emergency Response and Search and Rescue—to present their targeted programs for 2026. Additionally, it included consultations with LDRRM officers to align provincial initiatives with the specific needs of local governments. The meeting was chaired by League President Roland P. Reyes, who heads the LDRRMO in Danao City.

Looking ahead, the PDRRMO is expected to conduct the second quarterly meeting of the league in May as part of ongoing efforts to strengthen coordination among disaster risk reduction offices throughout the Province of Cebu.
