In a significant enforcement action, nine drivers operating in Cebu have tested positive for illegal drugs following a surprise operation conducted by the Philippine Drug Enforcement Agency (PDEA) Region 7. The targeted drug tests were carried out at the North and South Bus Terminals on March 30, 2026, as part of efforts to ensure public safety and curb drug use among transport personnel.

Details of the Positive Tests

According to PDEA 7 Information Officer Leia Alcantara, the nine drivers who failed the confirmatory tests for shabu will be endorsed to their respective Local Government Units (LGUs) for necessary assessment and intervention. The breakdown of the drivers includes four taxi drivers and five bus drivers, highlighting a concerning trend across different modes of public transportation.

License Revocation and Zero-Tolerance Policy

Simultaneously, the licenses of these drivers have been forwarded to the Land Transportation Office (LTO) 7 for revocation. LTO 7 Director Wendel Dinglasan has taken a firm stance, emphasizing that there will be no second chances for drivers found using illegal drugs. This strict policy underscores the agency's commitment to removing drug users from the ranks of professional drivers to protect passengers and maintain road safety.

PDEA 7 Director Joel Plaza has indicated that based on the LGU assessments, the drivers may be required to undergo drug rehabilitation programs. In Cebu City, government initiatives such as facility-based and community-based rehabilitation are available to assist drug users in reintegrating into society. Plaza explained, "Rehabilitation follows assessment, as we have facility-based rehab and also community-based or general intervention options." This approach aims to provide support while ensuring accountability.

Future Enforcement Measures

To further safeguard commuters and eliminate drug users from the driver population, Director Plaza advocates for making Oplan Harabas a regular operation. This crackdown initiative is designed to conduct random and surprise drug tests, reinforcing a proactive strategy against drug abuse in the transportation sector.
