Surprise Drug Test in Cebu Targets Public Transport Drivers

In a coordinated effort to enhance passenger safety, authorities conducted a surprise drug test at Cebu's major bus terminals on Monday, March 30, 2026. The operation, led by the Philippine Drug Enforcement Agency (PDEA) 7 in collaboration with the Land Transportation Office (LTO) 7 and the Land Transportation Franchising and Regulatory Board (LTFRB) 7, screened a total of 409 drivers and conductors across both the South and North Bus Terminals.

Positive Results and Immediate Actions

Out of the 409 individuals tested, 9 drivers returned positive results for shabu use. Specifically, at the South Bus Terminal, 204 drivers were screened, with 5 bus drivers and 3 taxi drivers testing positive. Meanwhile, at the North Bus Terminal, 205 drivers underwent testing, and 1 taxi driver was found positive. PDEA 7 Director Joel Plaza emphasized that these individuals will undergo confirmatory tests to verify the initial findings.

If the results are confirmed, the drivers will be referred to the Cebu City local government unit for assessment and intervention under existing programs for drug users. Plaza stated, "We will refer them to the local government unit, here maybe in Cebu City, to have an assessment on what appropriate intervention is needed for them." This move aims to provide support while addressing the root causes of drug use among transport workers.

Safety Concerns and Regulatory Measures

The operation was part of the annual Oplan Harabas initiative, designed to ensure the safety of passengers traveling to their home provinces for the Semana Santa observance. Plaza highlighted the critical role drivers play in passenger safety, noting, "We want to convey that drugs are harmful and should stop, especially since they provide services that involve people's safety." He dismissed common excuses from drivers who use shabu to stay awake, stressing that such practices endanger lives.

To maintain ongoing vigilance, Plaza announced plans to make these surprise drug tests a regular quarterly event. Additionally, LTO 7 Regional Director Wendel Dinglasan confirmed that drivers and conductors who test positive will face strict penalties, including the revocation of their licenses. Dinglasan explained, "We will revoke the licenses of drivers and conductors who test positive for illegal drug use, and they cannot drive while awaiting confirmatory test results." He added that no second chances will be given, as passenger security is the top priority.
