Cebu Governor Establishes Provincial Council to Strengthen Support for Persons with Disabilities
In a significant move to bolster policy support and integrated services, Persons with Disabilities (PWDs) in Cebu are set to receive enhanced assistance following the creation of a provincial council by Governor Pamela Baricuatro. This council is tasked with managing and developing programs for individuals with health impairments throughout the entire province.
Formation and Mandate of the PCWPD
Governor Baricuatro officially established the Cebu Provincial Council for the Welfare of Persons with Disabilities (PCWPD) through Executive Order No. 85, Series of 2025, which was signed on December 22, 2025. The council will serve as the primary provincial body for policy-making, coordination, monitoring, and advisory functions on matters affecting PWDs.
Leadership and Membership Structure
Under this executive order, the provincial governor or an appointed representative will act as chairperson, while the provincial persons with disability officer will serve as vice chairperson. Key members include prominent provincial officials such as the Provincial Social Welfare and Development officer, Provincial Administrator, Planning and Development Coordinator, Provincial Engineer, Health Officer, Employment Service Officer, and Gender and Development officer. Additionally, three representatives from accredited PWD organizations will be part of the council.
Core Responsibilities and Functions
The PCWPD is mandated to form, coordinate, and monitor provincial policies, programs, and projects for PWDs, as well as provide advice to the provincial government on disability-related issues. It is also authorized to ensure compliance with the Magna Carta for Persons with Disabilities and other relevant laws, while promoting disability-inclusive development in provincial plans, programs, and budgets.
Collaboration and Operational Details
The council will engage with national agencies, local governments, non-governmental organizations, and the private sector. It will also assist in establishing and strengthening PWD councils in each city and municipality. The Provincial Social Welfare and Development Office will serve as the secretariat, offering administrative and technical support. The council is required to meet at least once every three months, with funding sourced from the provincial government budget in accordance with auditing and accounting regulations.
