Cebu Governor Unveils Fuel Subsidy Initiative for Habal-Habal Drivers Following Holy Week
In a move to support transportation workers affected by escalating fuel costs, Cebu Governor Pamela Baricuatro has announced a fuel subsidy program specifically targeting habal-habal drivers in the province. The initiative, launched after the Holy Week period, aims to provide financial relief through direct assistance ranging from P3,000 to P5,000 per beneficiary.
Program Details and Eligibility Criteria
Governor Baricuatro emphasized that this program is designed to aid drivers who have been most impacted by the continuous surge in oil prices. While public utility vehicles (PUVs) are often prioritized in such efforts, the provincial government is extending support to include the habal-habal transportation sector, ensuring a broader reach of assistance.
However, to maintain fairness and efficiency, the Capitol has implemented strict measures to avoid duplication of aid. Specifically, tricycle operators and drivers who are already part of cooperatives or associations that have received national assistance will not be eligible for this provincial subsidy. Assistant Provincial Administrator Aldwin Empaces clarified that this step is crucial to prevent any overlap or double-dipping in the distribution of funds.
Verification and Distribution Plans
Initial estimates suggest that up to 5,000 habal-habal drivers operate in Cebu Province, but these numbers require further verification to ensure accuracy. The provincial administration is actively working on cleaning up beneficiary lists to eliminate any redundancies, particularly focusing on preventing name duplications across different localities.
Regarding the distribution method, officials are considering two primary options: direct cash transfers or fuel vouchers. The latter would involve partnerships with local fuel stations to facilitate seamless access to assistance. This approach aims to streamline the process and ensure that aid reaches intended recipients promptly.
