Cebu Secures P300 Million National Funding for Essential Community Support
The National Government has granted Cebu Province a substantial P300 million allocation from the Local Government Support Funds (LGSF), aimed at addressing critical needs in food security and infrastructure. This direct funding, announced on Monday, February 23, 2026, by Assistant Provincial Administrator Aldwin Empaces, will be split evenly between providing free rice to indigent families and improving rural road networks.
Rice Distribution to Aid 30,000 Families
Half of the funds, amounting to P150 million, is dedicated to a food assistance program that will distribute 10 kilograms of rice each to approximately 30,000 indigent families across Cebu. Empaces emphasized the significance of this initiative, stating it plays a vital role in bolstering food security for vulnerable households. This direct aid is expected to alleviate daily meal struggles and support community well-being.
Infrastructure Boost for Rural Connectivity
The remaining P150 million will finance infrastructure projects, with a primary focus on concreting farm-to-market roads. This investment targets smaller municipalities, particularly fourth- to sixth-class areas, to enhance transportation of agricultural goods and improve local economic efficiency. Better road networks are anticipated to reduce travel times and boost productivity for rural farmers.
Direct Funding Empowers Local Governance
Empaces highlighted that the funds will be downloaded directly to the Provincial Government, bypassing regional agencies like the Department of Public Works and Highways (DPWH). This approach reflects the National Government's trust in local leadership under President Ferdinand "Bongbong" Marcos Jr., allowing for faster project implementation. According to Empaces, this method empowers local government units (LGUs) to address specific community needs without delays from additional bureaucratic approvals.
The LGSF is designed to enable LGUs to prioritize and fund their own programs, especially when limited by National Tax Allotment or revenue constraints. With the funds now secured, the Provincial Government is set to commence rice distribution and road construction, demonstrating how direct support can swiftly deliver basic services and foster stronger, more connected communities.
