Cebu Governor Launches New Committee to Combat Poverty

In a significant move to strengthen the fight against poverty, Cebu Governor Pamela Baricuatro has officially formed the Provincial Poverty Reduction Action Committee (PPRAC). This initiative aims to ensure the effective implementation of programs targeting the impoverished sectors of the province.

Formalization Through Executive Order

The creation of the PPRAC was formalized via Executive Order No. 82, aligning with directives from the Department of the Interior and Local Government (DILG) and the National Anti-Poverty Commission (NAPC). This committee will serve as an advisory and support body for the province, focusing on strategic planning and fund allocation for poverty-related projects.

Objectives and Key Functions

The primary goal of the PPRAC is to amplify the voices of Civil Society Organizations (CSOs) and representatives from basic sectors in the provincial budget planning process. Key functions include:

  • Ensuring that programs are tailored to meet the specific needs of the most vulnerable sectors.
  • Identifying and recommending poverty-reduction projects for priority inclusion in the annual provincial budget.
  • Enhancing the Provincial Development Plan and Annual Investment Program to integrate effective anti-poverty strategies.

Committee Leadership and Membership

Governor Baricuatro will personally chair the committee, underscoring her commitment to this cause. The membership comprises various Capitol departments, such as:

  1. Planning and Development
  2. Provincial Social Welfare Development (PSWD)
  3. Health Office
  4. Agriculture
  5. Engineering
  6. Provincial Employment Services Office (PESO)

Additionally, five representatives from accredited CSOs and other sectors will participate, ensuring a diverse and inclusive approach.

Operational Plans and Monitoring

The PPRAC is expected to convene quarterly to monitor the progress of its plans and initiatives. This regular assessment will help maintain accountability and adapt strategies as needed to address evolving challenges in poverty reduction.

This development marks a proactive step by the Cebu provincial government to foster collaboration and targeted action in uplifting the lives of its residents.
