All 15 Cebu Juvenile Escapees Safely Returned to Facility Within 21 Hours
In a swift resolution, fifteen children in conflict with the law (CICL) who escaped from the Operation Second Chance Center in Barangay Kalunasan, Cebu City, have been fully recovered and safely returned to the facility. The incident, which occurred on the evening of Saturday, April 11, 2026, was resolved in just over 21 hours, highlighting effective coordination between law enforcement and social services.
Police Launch Immediate Manhunt
Upon receiving reports of the escape, the Cebu City Police Office (CCPO), under the command of Police Colonel George Ylanan, promptly initiated a manhunt operation. Police Captain Venstine Botilao, chief of the Guadalupe Police Station, was tasked with leading the effort, supported by personnel from the Special Weapons and Tactics (Swat) and Mobile Patrol Unit (MPU). This rapid deployment played a crucial role in the quick recovery of the minors.
Minors Returned to Homes and Facility
Authorities confirmed that most of the juveniles were returned to their respective homes before being safely escorted back to the Operation Second Chance Center. The successful recovery was attributed to the fast action of the police and strong cooperation with the Department of Social Welfare and Services (DSWS), ensuring the minors' well-being throughout the process.
