Cebu City Mayor Declares South Road Properties a 'Danger Zone' Following Tragic Incidents

Cebu City Mayor Nestor Archival has officially designated the South Road Properties (SRP) as a "danger zone" in response to recent fatal accidents, including the deaths of two senior citizens on February 14. This declaration, announced on Monday, February 16, underscores the urgent need for enhanced traffic security measures to prevent further loss of life.

Immediate Actions and Pilot Initiatives

To address these safety concerns, the city has launched a pilot command center that monitors traffic flow and road conditions through strategically placed CCTV cameras along major thoroughfares, including the SRP. The live feed from this system is accessible to the public via the official Cebu City Government Facebook page, providing real-time updates on traffic situations. Currently in its "pilot stage," the feed includes background music to enhance viewer engagement.

Long-Term Infrastructure and Public Appeals

In an effort to avert similar tragedies, Mayor Archival has initiated the construction of safer pedestrian walkways and footbridges in the SRP and other high-risk areas. However, he acknowledged that this project is ongoing and may take six months to a year to complete. Additionally, the mayor has called upon Filinvest Land Inc. to open and maintain their walkways, ensuring public safety for passersby. He also urged residents to avoid crossing at unauthorized points, particularly near overpasses.

Enhanced Personnel and Collaborative Efforts

The city plans to deploy additional traffic personnel to manage traffic and pedestrian security. Furthermore, Cebu City has partnered with educational institutions offering Criminology programs to enlist student interns who will assist in monitoring overpasses and pedestrian lanes, bolstering on-ground surveillance.

Broader Context and Legislative Proposals

These safety measures are linked to broader community concerns, including a hit-and-run incident in Barangay Banilad that claimed the life of young entrepreneur Kingston Ralph Cheng, founder of The Mill Lifestyle Café. In response, Councilor Harold Go has proposed the "Kingston Ralph Ordinance," which aims to penalize bars and restaurants that serve alcohol to heavily intoxicated customers who may later cause accidents. Establishments could face fines, suspension or revocation of liquor permits, or complete closure.

Mayor Archival has stated that this ordinance will undergo further discussion in the city council. While emphasizing that existing national laws on drunk driving should not be overlooked, he pledged support for any council deliberations that prioritize public welfare and safety.
