Cebu City Mayor Nestor Archival has publicly stated that the water rate increase implemented by the Metropolitan Cebu Water District (MCWD) is a necessary step to address long-standing systemic problems within the utility. He described this move as a "delayed fix"—a solution that has been overdue and should no longer be postponed.
Addressing Utility Challenges
During a press conference on Monday, April 13, 2026, Mayor Archival emphasized that the estimated additional charge of P23 per month is minimal but crucial to avert a more severe crisis in the future. "We are aware of the reality that there are problems at MCWD. This increase, which is gradual at just P23 per month, is very small. This is what we call a delayed fix," he explained.
Warning Against Further Delays
The mayor issued a stern warning that delaying the necessary changes could exacerbate the situation. "If we postpone this further, it could create a crisis. Another delay in improvements will result in an additional crisis," he added, underscoring the urgency of the rate adjustment to prevent operational breakdowns.
Balancing Support and Economic Concerns
Despite his endorsement of the rate hike, Mayor Archival acknowledged the concerns of various sectors, particularly given the current economic difficulties. He did not oppose protests from those facing financial hardships, recognizing the valid struggles of consumers.
He reminded the public that MCWD operates under its own charter, which grants it autonomy in such decisions. However, the city government is actively seeking ways to assist affected consumers, especially the estimated 83,000 households in Cebu that are impacted by the increase.
City Council's Response and Ongoing Efforts
This statement comes as the Cebu City Council is pushing for a three-month suspension of the 10 percent water rate increase. Through a resolution led by Councilor Winston C. Pepito, they cited the heavy burden on consumers and the need for further study and consultation.
In response, Mayor Archival argued that postponing the adjustment would only worsen conditions, as it has long been overdue. "On our part, the city is striving to find ways to help. We are currently in discussions with the City Council and hope to identify possible solutions within the next week," he stated.
MCWD's Justification for the Increase
Previously, MCWD announced that the rate increase is essential to sustain its operations and enhance water service delivery. The utility has faced challenges in maintaining infrastructure and improving efficiency, making this financial adjustment critical for long-term stability.
