Cebu Provincial Board Debates Bus Fare Hike Amid Government Fuel Subsidies

During a regular session, the Cebu Provincial Board (PB) has sparked a heated discussion over a proposed increase in bus fares for provincial routes. Board members are strongly questioning this adjustment, citing that bus operators and drivers are already receiving a P5,000 fuel subsidy from the government. They argue that passengers should not be burdened with additional expenses during these challenging economic times.

Concerns Raised by Board Members

Second District Board Member Neneth Reluya voiced her concerns on Monday, March 16, 2026, emphasizing that the existing subsidies should eliminate the need for fare hikes. "Since operators and drivers are already receiving subsidies, there should be no fare increase for the public," Reluya stated firmly. She highlighted that the primary goal of government assistance is to alleviate financial pressures without passing costs onto commuters.

Seventh District Board Member Cesar Baricuatro supported Reluya's stance, stressing that subsidies must directly benefit drivers who bear the brunt of fuel costs. "The subsidy should directly assist drivers, as they are the ones facing the immediate expenses of fuel," Baricuatro explained, advocating for a more targeted approach to financial aid.

Response from Transport Officials

In response, Eugenio Ibo Jr., Transport Development Officer at the Land Transportation Franchising and Regulatory Board (LTFRB) Region 7, clarified that the subsidy is designed to help drivers and operators cope with rising fuel prices. He provided data showing the distribution of beneficiaries:

  • 26,833 in Cebu
  • 2,886 in Bohol
  • 1,025 in Negros Oriental

Ibo noted that the fare adjustment was approved provisionally while fuel prices remain unstable. "We need to balance the interests of both passengers and operators," he said, acknowledging the complexity of managing public transport costs in a volatile market.

Broader Implications and Future Steps

The debate underscores ongoing challenges in public transportation management, particularly in balancing economic support with fare affordability. As discussions continue, the Cebu Provincial Board is expected to review the provisional fare hike and consider further actions to ensure subsidies effectively reach those in need without imposing extra burdens on the riding public.
