The Cebu Provincial Government has taken a significant step toward enhancing local healthcare by signing two major agreements aimed at providing free medical education for students and advanced training for government doctors. These initiatives are designed to attract more healthcare professionals to the province and elevate the quality of care in public hospitals, addressing critical gaps in the workforce.
Free Education for Aspiring Physicians
Under the first agreement, signed by Governor Pam Baricuatro, a medical scholarship program has been established through a partnership between Cebu Normal University (CNU) and Vicente Sotto Memorial Medical Center (VSMMC). This program offers free medical education to qualified students from Cebu Province, making it more accessible for aspiring doctors to pursue their careers without financial burden.
In exchange for the scholarship, students must commit to a return service program, ensuring that upon graduation, they will serve in local communities with the greatest need for medical assistance. Officials have described this move as a long-term investment to strengthen the province's healthcare infrastructure and fill persistent workforce shortages.
Advanced Training for Current Doctors
The second agreement focuses on doctors already employed in the field, establishing a Practice-Based Residency Training Program for physicians assigned to provincial and district hospitals. This innovative program allows government doctors to pursue a residency in family medicine while continuing to work at their current hospital posts, enabling professional growth without disrupting the communities that rely on their care.
Health leaders emphasized that this initiative supports ongoing medical services while enhancing the skills of existing practitioners, ultimately improving patient outcomes and healthcare delivery across the region.
Formalizing Agreements and Recognizing Heroes
The agreements were formalized during the Healthcare Heroes Appreciation Night on Friday, February 13, 2026, at the Capitol Social Hall. The Cebu Province Public Information Office announced on Saturday, February 14, that these deals are expected to significantly improve medical services for all residents of Cebu.
Key officials who joined Governor Baricuatro in signing the documents included:

- Joshua Brillantes, Department of Health 7 director
- Laurence Garcia III, CNU president
- Gerardo Aquino, VSMMC chief
The ceremony also honored healthcare workers who have dedicated the past seven months to conducting surgical and medical missions across the province. These missions, vital in the aftermath of recent disasters, provided approximately P100.49 million worth of medical services to thousands of patients, highlighting the critical role of local medical heroes.
