Davao City Implements New Data System for Enhanced Social Welfare Services
The Davao City Social Welfare and Development Office (CSWDO), in collaboration with the City Mayor's Office and the Davao City Information and Technology Center (CITC), initiated operations of a Data Management System in January 2026. This innovative system is designed to streamline the collection and management of records for clients and services provided across the city.
Improving Efficiency and Accountability in Social Services
CSWDO Head Julie P. Dayaday explained to Madayaw Davao that the system enables real-time tracking of activities and services delivered by their office in all 182 barangays. "The CSWDO Data Management System demonstrates the speed and efficiency in retrieving data on who we have served. It is linked to district offices and residential care facilities, allowing us to monitor services provided to constituents and immediately account for beneficiary numbers," she stated.
This digital approach marks a significant advancement from the manual data gathering methods used in previous years. Dayaday emphasized its critical role in disaster scenarios, noting that the system includes integrated disaster records. "It facilitates quicker report generation when information is requested. We have incorporated disaster records into our dashboard for accurate victim accounting, which is especially challenging during large-scale disasters. After validation by direct service implementers, we can promptly provide data on affected individuals and damage assessments," she added.
Development and Implementation Process
The system underwent extensive consultations starting in 2024, with testing conducted last year and full implementation launched in early 2026. Dayaday mentioned that the CSWDO will evaluate data generation during the first quarter to identify any necessary improvements. While the management system is now operational, some services, such as case study reports and parent capability assessments, still require manual processing.
To ensure effective use, direct implementers have been trained to handle the system, with a strong focus on maintaining data privacy. Dayaday assured that, with CITC's support, all client data is protected and continuously monitored for potential breaches, safeguarding sensitive information.
