Digital Bangsamoro Center Launches in Parang to Revolutionize Government Services

The Ministry of the Interior and Local Government in the Bangsamoro Autonomous Region in Muslim Mindanao (MILG-Barmm) has officially launched the Digital Bangsamoro Center and Digital Bangsamoro Web Portal in Parang, Maguindanao del Norte. This significant initiative, which took place on Monday, February 16, 2026, marks a pivotal step toward providing residents with fast, efficient, and paperless access to government transactions.

LeAPS Program Drives E-Governance Forward

This launch is a core component of the Localizing e-Governance for Accelerated Provision of Services (LeAPS) program, a collaborative effort between MILG-Barmm and the United Nations Development Programme. Lawyer Fausiah Abdula, MILG director for operations management services, emphasized that the center aims to transform essential services—such as business permit applications and civil registrations—into a centralized, online "one-stop shop."

Abdula stated that this initiative symbolizes "dignity in public service" and is designed to bolster public confidence in governance. She highlighted that the transition from manual to digital systems represents a fundamental shift from reactive to proactive governance, ensuring more responsive and efficient service delivery.

Parang Emerges as a Digital Frontrunner

Parang has recorded the highest number of registrants in the program to date, showcasing excellent collaboration among stakeholders, according to Abdula. This achievement solidifies Parang's growing reputation as a digital leader within the region. Notably, Parang is the second municipality in Maguindanao del Norte to activate this facility, following Datu Blah Sinsuat, and the eighth overall in the Bangsamoro Autonomous Region.

Parang Mayor Cahar Ibay praised the innovation, noting that it is specifically designed to reduce the "time, cost, and visits required for transactions." This directly benefits constituents who have historically faced challenges such as long lines and cumbersome paperwork. "This is a massive boost for governance in Parang. We want to accelerate transactions so we can deliver on people's needs immediately," Ibay affirmed in a statement.

Building on Previous Digital Successes

The launch builds upon Parang's established digital initiatives, including its early adoption of the Paleng-QR Ph Plus program for cashless payments. This consistent commitment to technological advancement positions Parang as a model for other municipalities seeking to enhance public service through digital transformation.
