Bangsamoro Government Deploys Digital Disaster Monitoring System to SGA Officials

The Ministry of the Interior and Local Government in the Bangsamoro Autonomous Region in Muslim Mindanao (MILG-Barmm) has equipped municipal officials from the Special Geographic Area (SGA) with a new digital monitoring system designed to significantly enhance disaster preparedness and response capabilities. This initiative represents a strategic move to modernize governance and improve resilience in a region vulnerable to natural hazards.

Three-Day Orientation on Digital Platform

Marvin Mokamad, the MILG Internal Affairs Service director, confirmed that SGA officials and disaster risk reduction officers recently completed an intensive three-day orientation on the Disaster Risk Reduction and Management–Climate Change Adaptation (DRRM-CCA) Performance Compliance Monitoring System (PCMS). This platform is specifically engineered to streamline compliance monitoring and bolster emergency preparedness for local government units across the area.

Mokamad emphasized that the system centralizes disaster data and reporting processes, which will substantially reduce the administrative burden on local offices. He highlighted that this digital shift aligns with the Barmm's broader efforts to adopt modern governance practices and leverage technology for public service improvement.

Transition from Paper-Based to Digital Systems

In a statement issued on Wednesday, March 11, Mokamad articulated the rationale behind this technological transition. "We are now shifting to digital systems because this is the direction of modern governance," he stated. He elaborated on the challenges of traditional methods, noting that "in the past, compiling and presenting data through paper-based reports was challenging and time-consuming."

With the implementation of digital platforms, information becomes more accessible, efficient to manage, and less burdensome for local government units. This enhancement is expected to facilitate quicker decision-making and more effective resource allocation during emergencies.

Enhancing Disaster Response in Vulnerable Areas

The training program has prepared municipal officials to proficiently operate the new system, ensuring they can leverage its full capabilities. Mokamad pointed out that the platform will empower SGA municipalities to strengthen their disaster response mechanisms and build more resilient communities.

This is particularly crucial given the area's susceptibility to flooding and other climate-related disasters. By integrating digital tools, the Barmm government aims to foster a proactive approach to disaster management, ultimately safeguarding lives and infrastructure in the Special Geographic Area.
