DOH to Expand Zero Balance Billing to Include PhilHealth Direct Contributors

The Department of Health (DOH) is set to release a memorandum circular that will include direct contributors of the Philippine Health Insurance Corp. (PhilHealth) in the zero balance billing (ZBB) program. This significant policy change will enable workers who directly pay contributions deducted from their salaries to access free ward or shared room accommodations in all 87 hospitals operated by the DOH under the ZBB framework.

Response to Presidential Directive

In a statement, the DOH explained that this new policy is a direct response to a mandate from President Ferdinand Marcos Jr., who has emphasized ensuring that middle-class earners can benefit from government programs. Health Secretary Teodoro Herbosa highlighted that many have been advocating for enhanced benefits for PhilHealth direct contributors, who are individuals with premium contributions automatically deducted from their wages.

Secretary Herbosa noted that a majority of middle-class earners are direct contributors who have long hoped for improved accommodation options under the zero balance billing system. This expansion aims to address their needs and provide more equitable healthcare access.

Details of the Zero Balance Billing Program

Under the ZBB program, patients admitted for basic or ward accommodation in any DOH-run hospital will not be required to pay any hospital bills. However, it is important to note that if a patient chooses to avail of a private room, they will need to cover the room rates and associated services, as these are not included in the policy's coverage.

This initiative is part of broader efforts to make healthcare more affordable and accessible, particularly for those who contribute regularly to PhilHealth. By integrating direct contributors into the ZBB, the DOH seeks to reduce out-of-pocket expenses and enhance the overall patient experience in public healthcare facilities.
