DOTr Secretary Giovanni Lopez has announced that the National Government has earmarked a substantial P1 billion budget for this program. The allocation is strategically divided, with P800 million dedicated to road transport and P200 million allocated for maritime transport. Per-Kilometer Compensation Rates Detailed

Under the newly established program, compensation will be disbursed based on per-kilometer rates. Bus operators and drivers will receive P100 for every kilometer traveled. Enhanced Passenger Discounts and Fare Matrix

In a move to benefit commuters, passengers will enjoy an additional 20 percent discount on top of the existing 20 percent discounts already available to senior citizens, persons with disabilities, and students. Secretary Lopez confirmed that the agency will release an updated fare matrix on Saturday, April 11, 2026, to formalize these new discounts and ensure clarity for all stakeholders.

Widespread Impact Across the Nation

The service contracting program is projected to have a far-reaching impact, benefiting approximately 1,000 transport operators, 50,000 PUV units, and an estimated 15 million daily passengers. The initiative will cover an extensive network of 823 routes nationwide, including 545 key routes in Metro Manila, Cavite, Laguna, and Rizal that are integral to railway connectivity.

Rigorous Monitoring and Implementation

To ensure effective execution, the Land Transportation Franchising and Regulatory Board (LTFRB) 7, Land Transportation Office, Philippine Coast Guard, and the Metropolitan Manila Development Authority will collaboratively monitor the program's implementation. This oversight will utilize both global positioning system (GPS) technology and manual tracking methods to maintain accountability and transparency.

GPS Integration for Efficient Payouts

Secretary Lopez emphasized the importance of GPS units for streamlined operations, revealing that the DOTr is coordinating with GPS providers to offer these devices at a reduced monthly rate of P500 for PUV operators. The service contracting program will cover this cost, encouraging widespread adoption. Lopez urged drivers and operators to acquire GPS units to facilitate faster payouts, noting that payments will be processed within three to five days weekly. He cautioned that without GPS, validation and verification processes could delay compensation due to manual kilometer counting.

Looking ahead, the DOTr is actively seeking an additional P5 billion in funding to extend the program beyond its initial two-week duration. This request is driven by concerns over rising fuel prices, highlighting the agency's proactive approach to sustaining support for the transport sector amidst economic challenges.
