Senator Escudero Endorses Davao City's Emergency Task Force to Tackle Fuel Crisis
In a significant development, Senator Francis "Chiz" Escudero has publicly expressed his support for Davao City's newly established Inter-Agency Task Force on Emergency Socioeconomic Crisis Response. This initiative, launched by Mayor Sebastian "Baste" Duterte, aims to address the mounting pressures on transport, goods, and livelihoods caused by soaring fuel prices. Escudero's endorsement came on Monday, April 13, 2026, highlighting the importance of proactive local governance during this challenging period.
Call for Widespread Adoption of Local Mechanisms
Escudero did not stop at praising Davao City's efforts; he also urged other local government units (LGUs) across the Philippines to consider implementing similar frameworks. He emphasized that coordinated local actions can significantly alleviate the burden of the ongoing oil crisis on Filipino households while national measures are being developed and rolled out. According to the senator, such localized approaches can make a tangible difference in communities struggling with the economic fallout from rising fuel costs.
Proactive Governance in Action
Mayor Duterte's decision to activate a city-level task force through Executive Order No. 07, Series of 2026, has been hailed as a model of proactive governance. This order, which took effect immediately following the national government's declaration of a State of Energy Emergency, mobilizes various departments to stabilize prices, ensure the supply of essential goods, protect jobs, and coordinate with the Davao City Price Coordinating Council. Escudero commented, "The proactive governance shown by Mayor Baste is what our fellow citizens need to quickly address their needs during these times," underscoring the urgency of swift and effective responses.
A Template for Other LGUs
The framework adopted by Davao City includes subcommittees focused on peace and security, employment, social intervention, economic measures, health, and energy. Escudero believes this comprehensive structure can serve as a valuable template for other LGUs facing similar pressures from the oil price surge. He noted that LGU-level task forces can complement national assistance programs by ensuring that interventions reach communities faster and are tailored to local conditions, thereby enhancing their effectiveness.
Targeted Support for Affected Sectors
Earlier, Escudero had advocated for targeted fuel support for sectors heavily impacted by the crisis, including jeepney and tricycle drivers, transport operators, farmers, and fisherfolk. Drawing on his experience as Sorsogon governor from 2019 to 2022, he stressed that local initiatives like Davao City's task force are crucial for addressing specific community needs. By fostering collaboration between local and national efforts, such measures can help mitigate the socioeconomic challenges posed by the fuel crisis, ensuring a more resilient response for all Filipinos.
