Senator Francis "Chiz" Escudero has called on the government to utilize the unforeseen windfall from value-added tax (VAT) collections on petroleum products for direct financial assistance to sectors severely affected by escalating fuel costs. This proposal follows the Middle East war that erupted in February, which has driven up oil prices and, consequently, VAT revenues.

Windfall Revenue Should Benefit the People

According to Escudero, the surge in VAT collections should not be viewed as additional income for the government. Instead, he argues it must be earmarked specifically to help ordinary Filipinos cope with the economic strain. "'Windfall' lang ang tawag diyan dahil hindi naman planado o pinaghirapan ng gobyerno ang dagdag na koleksyon. Tumaas lang ang presyo ng langis kaya mas mataas din ang VAT na pumapasok. Mas tama na ibalik ito sa mga pinakaapektadong sektor bilang tulong," he emphasized. This translates to the government not having planned or worked for this extra revenue, as it stems solely from higher oil prices, making it imperative to return the funds to the most impacted sectors as aid.

Avoiding Profiteering Perceptions

Escudero further explained that redirecting the windfall would mitigate perceptions of the government profiting from the crisis, akin to unscrupulous business practices. "It's like a businessman profiteering from high prices. Government is not a businessman, and it should not engage in profiteering," he pointed out. He added, "Kung hindi naman tatanggalin ang VAT, ibalik na lang sa taumbayan ang dagdag o windfall na kita mula rito bilang ayuda," meaning if VAT won't be removed, the extra revenue should be returned to the people as financial assistance.

This proposal comes in response to President Ferdinand Marcos Jr.'s recent statement that the administration will retain VAT on petroleum products, citing the windfall revenue as a crucial funding source for crisis response. Marcos argued that suspending VAT would primarily benefit oil companies rather than consumers, highlighting the need for strategic allocation of resources.

Financial Implications and Estimates

Finance Undersecretary Karlo Fermin Adriano has provided estimates indicating that higher fuel prices could generate an additional P13 to P14 billion in VAT collections. This projection holds even with the suspension of excise taxes on liquefied petroleum gas (LPG) and kerosene, which are more commonly used by households and small businesses. The potential windfall underscores the significant impact of global events on local economies and the importance of targeted aid measures.
