Senate President Sherwin Gatchalian has asserted that he should preside over the impeachment trial of Vice President Sara Duterte, in accordance with the existing Senate Rules of Procedure on Impeachment Trials. In an interview, Gatchalian emphasized that the Senate rules clearly state that the Senate President serves as the presiding officer in all impeachment trials, except when the President of the Philippines is the respondent.
Gatchalian cites Senate rules on presiding officer
Gatchalian acknowledged that the amended impeachment rules include a provision allowing senator-judges to vote on appointing a different presiding officer. He said that if the majority decides to do so, he is willing to accept the Senate's decision. The Senate President assured that the Senate is fully prepared for the start of the impeachment trial on Monday.
Security and contingency plans in place
According to Gatchalian, security preparations are complete, including contingency plans such as backup power supply to ensure the proceedings are not interrupted. He expects all senators to attend the opening of the trial, including Senate Minority Leader Alan Peter Cayetano. However, Gatchalian noted that some senators facing legal cases may not be able to attend in person.
No comment on vote threshold for conviction
Gatchalian declined to comment on whether the required number of votes for conviction should be changed, stating that this issue is not part of the first day's agenda. The impeachment trial of Vice President Sara Duterte is set to begin on Monday, with the Senate fully prepared to proceed under the current rules.
