Barangay Labangon in Cebu City celebrated a significant achievement on Friday, March 27, 2026, as local and city officials formalized a usufruct agreement for a major community facility. Barangay Captain Derrick Yap and Cebu City Mayor Nestor Archival signed the document, granting the barangay the right to use a 2,026-square-meter multi-purpose building adjacent to the Barangay Hall for a period of 30 years.
Historic Signing Ceremony
The landmark signing event took place at the Labangon Barangay Hall, with South District Representative Edu Rama in attendance, highlighting the district-wide importance of this agreement. Under the terms of the usufruct, Barangay Labangon will utilize the facility exclusively for community and public purposes, empowering the local government unit to enhance service delivery to its constituents.
Strengthening Local Capacity
This development marks a crucial advancement in bolstering the barangay's ability to provide essential services and programs to residents. The Cebu City Government, as the registered owner of the property under TCT No. 170261, maintains ownership while delegating stewardship responsibilities to the barangay.
Yap expressed gratitude to Cebu City Councilor Phillip Zafra for sponsoring the usufruct resolution in the City Council, as well as to Vice Mayor Tomas Osmeña and the entire council for their unwavering support.
Affordable Indoor Playground Launch
In a related initiative, children in Barangay Labangon will soon benefit from an affordable indoor playground, as local officials conducted a soft launch for the first-ever barangay-operated indoor playground in Cebu City. The facility was unveiled through a ribbon-cutting ceremony and blessing following Yap's State of the Barangay Address.
Community-Focused Amenities
The playground is designed to provide families with a more budget-friendly alternative to commercial indoor play facilities. It is anticipated to fully open to the public in April 2026, aligning with the summer season and school break, pending formal approval of a resolution by the barangay council.
