Bacolod-Silay Airport Overnight Parking Fee Hike Sparks Lawmaker Inquiry
Bacolod City Lone District Representative Alfredo Abelardo Benitez has formally requested clarification from the Civil Aviation Authority of the Philippines (CAAP) regarding the significant increase in overnight parking fees at Bacolod-Silay Airport in Silay City, Negros Occidental. This move comes in response to mounting complaints from local residents, travelers, and tourism stakeholders who have expressed concerns over the exorbitant costs and their detrimental effects on airport accessibility and convenience.
Formal Request for Clarification
In a letter dated February 9, 2026, addressed to Lieutenant General Raul Del Rosario, the director general of CAAP, Benitez highlighted the widespread dissatisfaction with the fee structure. He emphasized that the steep hike has generated multiple grievances, prompting him to seek detailed explanations on the basis and applicable guidelines governing the current overnight parking fees. Additionally, Benitez inquired about any potential measures being considered by CAAP to address the concerns raised by both the local government and the general public.
The lawmaker conveyed his optimism that CAAP would take prompt and appropriate action to resolve the issue, underscoring the importance of maintaining fair and reasonable airport services to support regional tourism and economic activities.
Substantial Fee Increase and Local Government Response
The overnight parking fee at Bacolod-Silay Airport has seen a dramatic rise, escalating from P200 to P600. This 200% increase was implemented in January 2026, according to Councilor Homer Bais, who authored a resolution on behalf of the Bacolod City Council. The resolution, which was approved earlier, formally requested Representative Benitez to intervene and investigate the complaints surrounding the exorbitant fee hike.
Councilor Bais pointed out that there appears to be no clear justification for the rate increase, especially since CAAP has not made any noticeable improvements or enhancements to the airport's parking area. This lack of corresponding upgrades has further fueled public frustration, as stakeholders question the rationale behind the substantial cost adjustment without tangible benefits to service quality.
Broader Implications for Tourism and Accessibility
The controversy over the parking fees at Bacolod-Silay Airport highlights broader issues related to airport management and its impact on local communities. As a key gateway to Negros Occidental, the airport plays a crucial role in facilitating travel and boosting tourism in the region. The sudden and steep fee hike could potentially deter visitors, affecting the local economy and inconveniencing residents who rely on the airport for transportation.
Representative Benitez's inquiry aims to ensure transparency and accountability in CAAP's pricing policies, advocating for measures that balance operational needs with public interest. The outcome of this request is anticipated to influence future decisions on airport fees and services, setting a precedent for how similar issues are addressed in other regional airports across the Philippines.
