LTO 7 Director Emphasizes Integrity as Top Priority in Central Visayas

The Land Transportation Office in Central Visayas (LTO 7) is taking a firm stand against corruption, with Regional Director Francisco Ranches Jr. declaring integrity development as the agency's foremost mission. Since assuming office in January 2026, Ranches has made it clear that cleaning up the LTO requires a concerted effort from both employees and the public.

A Public Call to Report Bribery and Misconduct

Director Ranches is urging citizens to immediately report any instances where LTO employees solicit bribes or engage in unethical behavior. He emphasizes that public cooperation is essential to rooting out corruption and fostering a culture of honesty within the agency.

"One of our priority programs is the promotion of integrity development among LTO personnel," Ranches stated. "We want our employees to be upright; not just upright, but also courteous and well-mannered."

Cracking Down on Illegal Fixers with CIDG Support

To combat illegal fixers—individuals who offer to circumvent official procedures for a fee—the Criminal Investigation and Detection Group (CIDG) has conducted targeted operations at the LTO 7 office. Ranches expressed gratitude for the CIDG's assistance and pledged to eliminate these unlawful activities across all regional offices.

The agency is adopting a dual approach: enforcement and education. In collaboration with the Civil Service Commission, LTO 7 will organize seminars to educate employees about the severe legal consequences, including criminal charges, they face for violating laws.

Public Education and Enhanced Reporting Channels

Ranches highlighted the need to educate both employees and the public, urging citizens to stop patronizing fixers, which perpetuates the illegal system. "We have to educate our employees and the public not to patronize fixers," he explained.

To facilitate easier reporting, LTO 7 has launched the Citizens Law Enforcement Hotline Facebook page. This platform allows the public to report traffic violations and file complaints online instantly, promoting transparency and accountability.

By leveraging official channels and encouraging active public participation, LTO 7 aims to transform into a more professional and honest institution, with integrity at its core.
