Mandaue Expands Free Ride Program to Ease Commuter Burden

The Mandaue City government has announced a significant expansion of its "Libreng Sakay" (Free Ride) program, aiming to alleviate the financial strain on commuters amidst ongoing increases in transportation fares and fuel prices. This initiative reflects the city's proactive response to economic challenges affecting daily travel.

New Routes and Schedule Details

Mayor Thadeo Jovito "Jonkie" Ouano revealed on Wednesday, March 25, 2026, that three additional routes will be implemented under the program, offering free rides to the public. The expansion is set to commence on Monday, March 30, 2026.

The new routes include:

  • A. Del Rosario Street to Maguikay (and vice versa)
  • KFC Maguikay to Savemore Canduman
  • Savemore Canduman to Mandaue City School for the Arts

Buses will operate during peak hours, from 6:00 AM to 9:00 AM in the morning and 4:00 PM to 7:00 PM in the evening, aligning with the current service schedule to maximize accessibility for residents during high-demand periods.

Addressing Economic Hardships

According to Mayor Ouano, this expansion is specifically designed to assist residents who are struggling with the rising costs of daily expenses. The program is part of a broader city plan supported by a P40 million budget allocated for bus rentals this year.

The city government has collaborated with several barangays to deploy additional buses, with support expected from areas including Banilad, Canduman, Ibabao-Estancia, Maguikay, Tabok, Basak, and Pagsabungan. This partnership aims to ensure efficient coverage and community involvement in the initiative.

Response to Global Fuel Price Increases

The acceleration of this program is directly linked to tensions in the Middle East, which have contributed to rising fuel prices. In response, the city is expediting its implementation to provide immediate relief to commuters.

Mayor Ouano added that the city is continuing to purchase more buses and is exploring the rental of electric vehicles as a cheaper alternative, as they do not require fuel. This move highlights a forward-thinking approach to sustainable and cost-effective public transportation solutions.

Program Funding and Operations

Under the "Libreng Sakay" program, the city government will cover all fuel costs and pay the salaries of drivers and conductors, ensuring that the service remains entirely free for users. This financial model underscores the city's commitment to supporting its residents without passing on any expenses to them.

The program was initially launched in February, primarily targeting students, using two buses donated by the Mandaue Chamber of Commerce and Industry (MCCI). The current expansion builds on this foundation, extending benefits to a wider segment of the population and addressing broader commuter needs.
